Monitoring and Evaluation (M&E) Specialist – Individual Consultant Consultancy

Job Description

The Government of Somaliland has applied for additional financing from the African Development Fund (ADF) for the Somaliland Road Infrastructure Programme – Additional Financing (HoA – Somaliland – Djibouti – Ethiopia Corridor, HASDEC), and plans to use part of it for an individual consultancy contract for an M&E Specialist under Programme Coordination and Institutional Capacity Building.

The Somaliland Roads Development Agency (SRDA), as the government’s executing agency, invites eligible individual consultants to express interest. The M&E Specialist will contribute to the day-to-day monitoring and evaluation of the project.

Key Responsibilities

Contribute to the day-to-day monitoring and evaluation of the Somaliland Road Infrastructure Programme (HASDEC). A detailed Terms of Reference is annexed to the Expression of Interest; request it from SRDA at the contacts below.

Skills and Qualifications

Academic qualifications (one of)

• Master’s degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Project Planning and Management, Engineering, Social Sciences or a related field from a recognised university, plus at least 10 years’ relevant professional experience; or
• Bachelor’s degree in one of the above or a related field from a recognised university, plus at least 12 years’ relevant professional experience

General professional experience

• Progressively responsible experience in project monitoring, evaluation, planning, results reporting or related functions, meeting the minimum period for your qualification
• Proven ability to manage complex assignments independently, coordinate multidisciplinary inputs and advise project management and implementing institutions

Specific M&E technical experience

• At least 8 years’ direct experience in M&E of infrastructure, transport, urban development or other development projects
• Proven experience developing and implementing M&E plans, results frameworks, indicators, baselines, targets, data-collection protocols and results reports
• Experience designing, implementing or managing a Monitoring Information System, including databases, dashboards or geo-referenced monitoring tools
• Experience preparing survey instruments and managing baseline, mid-term, end-line or impact evaluations using quantitative and qualitative methods
• Experience assessing project risks and impacts and recommending mitigation or corrective measures

Transport infrastructure and development-partner experience

• At least 6 years’ M&E experience on transport or road infrastructure projects
• At least two comparable completed M&E assignments on transport or road projects in developing countries, preferably in Sub-Saharan Africa
• Proven experience on projects financed by development partners such as AfDB, the World Bank, the European Union, the United Nations or similar

Analytical, digital, communication and institutional competencies

• Strong quantitative and analytical skills; proficient in Microsoft Office, especially Excel, and at least one statistical package such as SPSS, Stata or R
• Excellent written and spoken English, with proven ability to write clear, high-quality technical and management reports
• Experience delivering M&E training, mentoring staff and documenting and sharing lessons and good practice
• Proven ability to coordinate with government institutions, consultants, development partners, communities and multidisciplinary teams
• High integrity, sound judgement, attention to detail, resilience, flexibility, teamwork and ability to deliver quality under pressure
• Willing and able to undertake frequent field missions within Somaliland in a challenging environment
